What kind of dog fence should I use?

I am thinking of adopting a dog soon, but I live next to a busy street. I really do not want my dog chain or fence all the time in my garden all because it would cost too much money. Then I saw this in the underground dog fences. If you tell me what they are, how, or if you have one. Any information would be nice. Thanks! I have the intention to let the dog come at night and in winter, but I would let it go when you are out nicely.
